Overall Purpose of The Job
The Senior HR Adviser/Coordinator leads on the delivery of an effective and responsive HR service to employees and people managers based in Japan, through the provision of a quality HR administration and advisory service to resolve people and employment matters across the full employment lifecycle (recruitment to retirement) and to proactively enhance the TOP Japan employee experience. This is very much a ‘hands on’ and sleeves rolled up position, with a lot of client group interaction for a largely remote workforce.
Key Responsibilities
HR Coordination:
Works closely with the Head of TRICARE Services Japan and H3S HR members to ensure all HR administrative actions and tasks are delivered in an efficient and compliant way, including new starters set up in HRIS, pre-employment checks, induction planning, changes/moves, employee relations case work support, and offboarding employees who are leaving.
Advisory/guidance:
Oversees advisory services for all employee lifecycle policy activities/actions, e.g., recruitment, contracting, pre-employment screening, onboarding/induction, probation, reward/payroll, performance, employee relations (grievances/discipline and terminations, interfacing with works council consultations as appropriate), L&D, moves/promotions, careers, talent/succession, and exit/separation procedures, e.g., exit interviews and return of business assets.
Payroll:
Liaises with H3S HR members to checks/confirms actions/changes before cut-off and final submissions by deadline of the local payroll vendor. Supports annual delivery and administration of pay, benefits, bonus and merit increased for own client group.
Recruitment:
Liaises with in-house recruiters/agencies, providing guidance/support to hiring managers, assists with raising job requisitions, advertising, candidate screening/interviews and candidate offers. Hands on to issue contracts/pre-employment screening and confirm start dates.
Employee experience:
Enhances the new colleague welcome experience, including planning onboarding/induction programmes with people managers and some direct delivery/facilitation of welcome/induction presentations, and follow-up with progress checks with new TOP hires.
Core HR / Business Cycles:
Supports the planning and operational delivery of annual HR/people cycles and practices, e.g., annual performance reviews, careers and pay reviews, compliance training, learning and development and management development nominations, employee engagement surveys and wellbeing.
Communications & Engagement:
Collaborates with TOP leaders and regional HR leads to ensure timely communications are shared with people managers/employees about TOP, business line and group messages, using digital and F2F channels.
People & Data Analytics:
Prepares reports for monthly HR & data analytics and trend analysis (headcount, location, recruitment, attrition etc.) in collaboration with country/regional and global colleagues. Supports monitoring/tracking and escalation of mandatory/compliance training for group and TOP non-compliance resolutions.
Contributes to the development and implementation of country, regional and group policies, procedures, standards under direction of TOP leadership/HR colleagues.
Local Office Team Building:
Collaborate with H3S HR members to build better relationship (Townhall, Teabreak and Kick Off & New Year Party)
Employee Recognition:
Promote employees’ recognition within the team as well as recognition administration.
Pacific Administration:
Assist to the below items as TRICARE HR in Pacific
1.HR autnotization signature to access request forms
2.Update/Submit a weekly BC timekeeping report (New Hire, Approver Change, Resignation)
3.Update weekly vacancy report

応募資格
- Required Skills & Competencies •Good knowledge of Japan employment law, practices, payroll, income tax, social insurance and visa, including advising on employee policies, procedures, and practices, including performance and development action plans. Ability to interact and work with Works Council Representatives is helpful. •Knowledge of, and ability to support the delivery of a range of employee lifecycle activities, e.g., recruitment, induction, performance, ER, C&B, development, grievances/discipline, separation/offboarding processes. •Strong IT skills, including MS Office 365, especially Word, Excel, PowerPoint, MS Teams. •Experience of working with employee records within a HRIS (Success Factors) and Payroll (ADP) systems is preferred. •Strong attention to details and accuracy, with good knowledge of workplace privacy, confidentiality, and IT/business systems security standards. •Ability to communicate well in business English - spoken and written skills. •Some local/regional business travel including overnight stays may be required from time to time. Required Work Experience •5-7 or more years’ experience in a busy and varied HR operations role, e.g. HR Administrator, Coordinator and Advisory roles, •Strong HR operations experience, in an administrative/coordination and advisory capacity •Excellent customer service delivery, with proven ability and confidence to liaise with a wide range of internal customers, professionally and courteously, up to senior manager level. •Experience of interacting professionally with sensitive and confidential employee relations issues and concerns, and ability to escalate and seek support for more complex cases. •Ability to work autonomously as well as part of a country and regional team. Required Qualifications •Educated to degree level of equivalanet through work experience •HR Certifications/Qualifications are advantageous, but not essential. Required Languages •Japan and English language business proficiency – spoken and written.
